إنَّ عالم التربية يتحرك بسرعة عالية، وهو يتطلب معلمين ومشرفين تربويين يمكنــهم رؤيـــة المـــشكلات رؤيـــة موضوعية وتحليل المواقف، واتخاذ القرارات الذكية، ومــــن هـنا فإن الدعائم التي تركز عليها فلسفة التربية الحديثة هي أن يكون إعداداً للمعلم والمتعلِّم، حتـــــى يتـــمكن من استعمال المهــــارات والمعلومات التي يمتلكها؛ لذا نجد أن العملية التربوية قد تغير مجراها بعد أن أصبح هدفها بناء الإنسان، وهذا بلا شك لا يتم إلا من خلال تـــزويد هذا المعلم بالــــخبرات التـــي تؤهله للاضطلاع بالمهمات الموكلة إليه. إن التربية تسعى إلى تجديد أساليبها وتطوير طرائقها، وهذه الـــنزعة نحو التجديد والابــــتكار في المؤسسات التربـــوية، تــــستند إلى تطلُّع المشرفين الدائم نحو الكمال والبحث الدؤوب عن البديل الأفضل. إن التجديد يحتم على القائمــــين علـــى المؤسسات التربوية التي تهتم بالإشراف التربوي أن يطوّروا هذه المؤسسات؛ لكي لا تكون هذه المؤسسات بمعزل عن حاجات المجتمع الذي أنشئت فيه ومن أجله. إن السنوات الأولى من حياة المتعلم، تُعدُّ من أهم مراحل حياته وأكثرها تأثيراً في مستقبله؛ نظراً لأنها مرحلة مهمة لها تأثيرها الحاسم في تكوين شخصية الفرد، يكتسب فيها عاداته التفاعلية في بيئته الاجتماعية؛ ونظراً لتلك الأهمية التي تحتلها هذه المرحلة، يتعاظـم دور المعلمـــة التوجيهية والتعليمية؛ لأنها تحـــــقق التفاعل بين البيئة التعليمية والمجتمع الذي يعيــــــش فيـــــه المتعلم.
