سوف يقتصر البحث على تناول أثر العامل البشرى فى تحديد مدى الكفاية والفاعلية والجزئية للعملية الإدارية داخل الجامعة. وقد تم إرجاع محددات كفاية العامل البشرى إلى ثلاثة مكونات رئيسية تم إخضاعها للدراسة والتحليل, وتتضمن المهارات الفنية, المهارات الإنسانية, المهارات الإدراكية. وقد إمتد نطاق البحث إلى بعض الجوانب التنظيمية ذات الأثر فى التحديد الأول لمستويات الكفاية وتمثلها الأساليب المتبعة فى إنتقاء الأفراد للعمل داخل الجهاز الإدارى, وكذلك الأساليب المتبعة للإرتقاء بمستوى كفاية وفاعلية كل من القادة والأفراد والتى تمثلها برامج التدريب أثناء الخدمة. هذا وقد إقتصرت الدراسة على أفراد الإدارة وهم مراقبى عموم الكليات, المسجل, ورؤساء الأقسام. وذلك فى جامعة الزقازيق ممثلة فى مجموعة الكليات التابعة لفرع مدينة بنها والكليات هى التربية, والأداب, والتجارة, العلوم, والطب, الطب البيطرى, والزراعة والهندسة.
