بدأ التخطيط مع بدايات حياة الإنسان، وظل ملازما للحياة البشرية حتى أصبح سمة لها، إذ بدأت ممارسة التخطيط بأشكال بدائية دعت إليها ظروف الحياة التي اضطرت الإنسان إلى التخطيط كتدبير واق من المخاطر. وما لبث التخطيط إلا أن ظهر في كتابات الفلاسفة والمفكرين، ثم ظهر بمعناه العلمي فيما كان يسمى بالاتحاد السوفيتي عام 1920م. ثم انتقلت ممارسة التخطيط بمعناه العلمي تدريجيا إلى باقي دول العالم، وأصبحت تلك الممارسة تتم في كافة المجالات الاقتصادية والسياسية والاجتماعية والتربوية.
ويعد التخطيط التربوي أحد أبرز مجالات التخطيط، باعتبار ارتباط التربية بالإنسان الذي يشكل الركيزة الأساسية للتنمية المنشودة في كافة المجتمعات.
وقد تطور الاهتمام بالتخطيط التربوي وظهر بصورة جلية مدى ارتباطه بكافة المجالات في النظام الاجتماعي
