لم تعد العلاقات العامة علما وفنا من علوم وفنون العلوم الحديثة فحسب، بل إنها أحد فنون الاتصال الحديثة التي تسعى إلى أن ترضي كل شخص سواء خارج أو داخل المنظمة عن طريق الإقناع، وبالرغم من أن العلاقات العامة الحديثة بوصفها نشاطا اتصاليا قد ولدت مع مطلع القرن العشرين، إلا أنها مرت بعدة تطورات على مستوى الممارسة أو التقنين. وعندما نتتبع مراحل تطور العلاقات من خلال قراءتنا لمختلف الأدبيات وخاصة منها الأمريكية، نجد أن مصطلح « العلاقات العامة » قد استخدم لأول مرة في التاريخ في عام 1882، حيث استخدمه –درمان إيتون- في خطابه الذي ألقاه بعنوان » العلاقات العامة والواجبات المهنية والقانونية »، ثم أعيد استخدام هذا المصطلح مرة أخرى في الأعوام 1906- 1913، في الخطب التي ألقاها مدير السكك الحديدية في الولايات المتحدة الأمريكية حول- مشكلات العلاقات العامة
