كانت فكرة إصدار موسوعة عربية شاملة حلماً أو طموحاً يبدو عزيز المنال، ومشروعاً يتطلع كل مثقف عربي بشغف إلى تحقيقه.
وقد تبنت الجمهورية السورية فكرة هذا المشروع سنة 1952، واقترحت إدراجه في جدول أعمال مؤتمر وزراء المعارف العرب الذي عقد في جامعة الدول العربية بالقاهرة سنة 1953، وفي هذا المؤتمر اتخذ قرار بتوصية الإدارة الثقافية في جامعة الدول العربية بمتابعة المشروع وتكليف لجنة من كبار المفكرين إنجاز "دائرة معارف عربية عامة".
وبقيت هذه التوصية مدار بحث ومداولة في الإجتماعات المتتالية للإدارة الثقافية، ثم للمنظمة العربية للتربية والثقافة والعلوم، من غير أن يأخذ المشروع طريقه العملي إلى التنفيذ، مع إجماع الأوساط العلمية العربية على أهميته.
وأمام بطء الجهات المسؤولة في التحضير للعمل، ومع الإحساس بالحاجة الماسة إلى موسوعة عربية تكون مرجعاً في ميدان العلم والمعرفة، اتخذت القيادة السياسية في سورية قراراً بإحداث "هيئة الموسوعة العربية" وذلك بتوجيه كريم من السيد الرئيس حافظ الأسد رئيس الجمهورية العربية السورية الذي تفضل فأصدر مرسوماً جمهورياً بإحداثها.
ويعرف القارئ الكريم أن الإقدام على مثل هذا الإنجاز العلمي الضخم يتطلب جهوداً ضافية، ويحتاج إلى فريق عمل كبير متنوع الخبرة والإختصاص، وفقاً لسعة آفاق العمل وتشع متطلباته وأدواته العلمية والإدارية والتقنية، ولكن هذا الإستشراف لجسامة التجربة المحفوفة بالصعوبات لم يحل دون المضي في معالجة الصعوبات وتذليل المعضلات التي واجهتنا، واضعين في الحسبان مجمل الإحتمالات المتوقعة في تجربة جديدة من هذا القبيل.
ولقد كان في صدارة إهتمامنا التركيز على تخير محتوى الموسوعة وتحقيق القدر المقبول من المساواة بين فروع المعرفة وشعابها فيه، فاستأنسنا لإنفاذ ذلك بالموسوعات العالمية، واصطفينا منها ما نحن في حاجة إلى معرفته من الحضارة الإنسانية، فحررناه بأقلام عربية، ولم نلجأ إلى الترجمة إلا عند الضرورة.
