ومن أبرز خصائص قادة الرأي العام أنهم أشخاص أكثر إبتكارية من إتباعهم، ويملكون أفكار جديدة، ولديهم إتصال أكثر من جماعاتهم مع السلطات التنفيذية والجهات المسؤولة، وهم أشخاص أكثر إنفتاحاً عالمياً من أفراد جماعاتهم، وهم يمتلكون خاصية المشاركة والتفاعل مع أحداث الوطن وقضاياه السياسية، وقد يكونون قيادات رأي عام غير رسمية يتصدرون مناصبهم ليس بحكم الوظيفة وإنما لإعتبارات أخرى كالوراثة والثراء والشخصية والحكمة، وقيادة رسمية يحتل مركزه بحكم الوظيفة الرسمية، ويؤدي قادة الرأي العام دوراً بارزاً في صياغة الرأي العام نحو القضايا التي تمس المجتمع، لأنهم هم المدركون الأوائل لتلك القضايا ويعيطهم ذلك دوراً في ترتيب أجندة وسائل الإعلام المحلية منها والجمهور ويؤثرون بها.
