أن التنمية الديمقراطية, التنمية التي تقوم علي المشاركة الشعبية, التنمية التي يقودها القطاع الخاص وهي في ذات الوقت التنمية التي تتم من خلال حرية السوق يختلف المفهوم هنا عما هو شائع بالتنمية الرأسمالية, ومهما تعددت الأقوال بين مؤيد ومعارض فكرياً علمياً أو أيديولوجيا فأن للدولة دور هام وأساسي في تحقيق التنمية, في ظل الحرية الإقتصادية وأقتصاد السوق, وتنامي القطاع الخاص, وأضمحلال القطاع العام, وأنحرافات الرأسمالية, وتزايد الفئات الفقيرة, فأن هناك دور للدولة لابد من القيام به إذا أريد فعلاً تحقيق تنمية شاملة عادلة.
ولقد جاء هذا الكتاب ليوضح بعض تلك الجوانب, وترابطها, ومحاذيرها, ومتطلباتها, وكيفية الموائمة بين مختلف العناصر والقوي -التي قد تكون متعارضة في أهدافها - والتي يمكن أن تحقق تنمية مجتمعاتنا في ظل عولمة عاتية شاردة يصعب - أن لم يكن مستحيلاً - التصدي لها, كذلك لا تنسي تفرد القوي الدولية بواحدة ظالمة مستبدة, كيف يمكن لدولنا النامية إدارة عملية تنمية رشيدة تضع أهداف مجتمعاتنا النامية ضعيفة الجناح, فوق أعتبارات كثيرة. ويأتي ضمن أهم إمكانيات دعم القدرة نمط التكامل الإقليمي, ولكن كرر معي التكامل العربي....
