وفي هذا الكتاب الأول من نوعه باللغة الإنجليزية منذ ستين عاماً، تؤكد ميري شيفير موسنسون أن المجتمع العثماني والثقافة العثمانية أوجدا بيئة خصبة رعت نشاطاً علمياً متنوعاً، وتثبت أن العثمانيين تفوقوا في تعديل ابتكارات الآخرين من أجل حاجاتهم الخاصة، وقاموا بتطويرها، فمثلاً، في سنة ١٨٧٧، ضمت الدولة العثمانية نظام البرق الكهربائي (التلغراف) السابع من حيث الطول في العالم، وفي الواقع كان العثمانيون من بين أكثر الأمم تطوراً في بنية الاتصالات الحديثة، ولدعم مزاعمها عن العلم في الدولة العثمانية، قامت المؤلفة بدراسة أنماط التعليم، ودور الدولة في النشاط التقني، وأدوار العثمانيين الذين تحدثوا باللغة التركية أو اللغة العربية وأنتجوا واستفادوا وغيروا الممارسات العلمية، وأظهرت النتائج أن مشاركة العثمانيين في العلم كانت قوة محركة ساعدت في بقاء دولة عظمى لمدة ستة قرون.
