حصل وليم اسبينوزا على الشهادة الجامعية الأولى من جامعة هارفرد، وتلقى بعدها تدريبه القانوني في مركز الحقوق التابع لجامعة جورجتاون.
وبين سنتي 1974و 1977 عمل نائباً مساعداً للمستشار القانوني العام في وكالة التنمية الدولية.
ونشرت له عدة مقالات في دوريات قانونية وغيرها من الدوريات المتخصصة بالشؤون الدولية .
وهو يمارس حالياً مهنة المحاماة في مدينة واشنطن.

تتعلق هذه الدراسة بمخالفة إسرائيل -باستخدامها السلاح الأميركي في غزوها للبنان صيف 1982- القوانين الأميركية الخاصة بضبط تصدير الأسلحة الأميركية. وهي دراسة قانونية دقيقة وموثقة، أعدها رجلاً قانون شغلاً مناصب رفيعة في الإدارة الأميركية، الأمر الذي ساعدهما على أن يظهرا بوضوح تحيز حكومتهما إلى جانب إسرائيل، في حين إنها اتخذت تدابير مختلفة -على سبيل المثال- إزاء حكومات تركيا والمغرب والأردن والسعودية، في إطار الموضوع نفسه.
وتضع المؤسسة هذه الدراسة بين أيدي رجال القانون والدبلوماسيين العرب، بصورة خاصة، مع إدراكها إنها -أي الدراسة- موجهة أساساً إلى الرأي العام الأميركي بغرض فضح تقاعس ممثليه المنتخبين عن تنفيذ نصوص واضحة في القوانين الأميركية تفرض وقف شحن السلاح إلى أي طرف ينتهك التشريعات المتعلقة بهذا الشأن. ذلك إننا نعتبر هذه الدراسة مادة إضافية تسهم في كشف أبعاد التواطؤ الأميركي مع إسرائيل، الذي يذهب إلى حد انتهاك التشريعات الأميركية بالذات.
