يتألف هذا الكتاب من افتتاحيات كتبها كامل الجادرجي ونشرت في جريدة الأهالي وأخواتها، في الحقبة الزمنية بين عامي 1944 و1954. لقد تم انتقاء هذه المقالات لأن معظمها يعالج مشكلة الدولة الدستورية، من حيث تأسيسها، استقرارها، نضجها، إفسادها، إحباطها، وإصلاح ذلك الإفساد. وكذلك تعالج في الجوهر مسألة تنشئة المجتمع الديمقراطي المتضمن مسألة حرية الفرد في "نظام دستوري برلماني"، ناشئ وهش، مبني على قاعدة مؤلفة من "مجتمع أهلي" تقليدي مغلق.
قامت مفاهيم المعاصرة على مبادئ "الحق الطبيعي" و"الإنسانية" و"الحركة التنويرية"، وقد ظهرت في أوربا، استكمالاً وإنضاجا للفكر الفلسفي الإغريقي.
تأثر الفكر العربي في بعض منه بهذه المبادئ، ولكن بقي الفكر العراقي بمعزل عنها ولم يتأثر بها إلا مع تأسيس الدولة العراقية وإعلان الدستور تحت مظلة الإدارة البريطانية، فظهر فكر عراقي تبني مفاهيم حرية إدارة الفرد وحقه في التفكير، وتبعاً لهذا حق الفرد في تنظيم وإدارة المعيش. وكانت "جماعة الأهالي" في بداية الثلاثينات، أول حركة فكرية تبنت موقفاً يشير إلى هذه الحرية، واتخذت هذه الجماعة على عاتقها محاورة أفراد المجتمع ونشر مبادئ هذه الحرية ومساءلة متطلباتها. ولكن لم تكن هنالك القدرة السياسية والمعرفية لرجال السلطة على التعامل مع هذا الحوار، فاتجهوا إلى التعسف والعنف، وبذلك أحبطوا التجربة الأولى في تنشئة فكر يقام عليه نظام ديمقراطي في العراق.
يتضمن هذا الكتاب افتتاحيات منتقاة من "جريدة الأهالي"، كتبها كامل الجادرجي في منتصف الأربعينات والخمسينيات، وتمثل حواراً متبادلاً حراً، يحاجج ويساءل هموم تجربة وأهمية هذه الحرية. ويتضمن أيضاً عرضاً يقدمه رفعة الجادرجي لممارسة هذا الحوار السياسي وإحداث إحباط تنشئة النظام الديمقراطية في العراق. إذ بعد عام 1958 عطلت السلطات المتعاقبة الحوار السياسي في العراق.
كان كامل الجادرجي 1897-1968، من قادة "جماعة الأهالي" في الثلاثينات، وترأس الحزب الوطني الديمقراطي في الأربعينات والخمسينيات.
