تتمحور المشكلة الرئيسية للكتاب حول تحليل العوامل التي أدت إلى تغير موقف حركة حماس تجاه الممارسة الديمقراطية، بالتركيز على عدد من العوامل، الداخلية التنظيمية منها، والسياسية السائدة على الساحة الفلسطينية.
