يبدو من الغريب أن يتساءل المرء في مطلع القرن الحادي والعشرين: لماذا نختار الديمقراطية نظامًا للحكم؟ لم يخل تاريخ الديمقراطية من تشككية حين وصفت بأنها أحسن النظم السيئة للحكم. وفي الحالة السودانية يمكن أن يأخذ التساؤل شكلًا آخر مكملاً للسؤال السابق، مع افتراض أن الإجابة قد جاءت بنعم: ألا تظنون أن السودانيين رغم اختيارهم المتكرر للديمقراطية، قد أساءوا لها باستمرار حين طبقوها ثم فرطوا فيها أكثر من مرة؟ فقد ركن السودانيون إلى أسطورة مريحة، تلك التي تقول بأن السوداني ديمقراطي بطبعه أو بفطرته. وهذا ما يجعل حماية وتطوير الديمقراطية السودانية، عملية لا تحتاج لعقلنة وتدخل، ولكن تترك لحتمية التاريخ أو لطبيعة الأشياء أو القانون الطبيعي. ونتيجة لهذا الفهم، ضعف الاهتمام بكل أشكال المنهجية، والقصدية، والتنظيم، والوعي، وبناء الأسس المطلوبة لحماية الديمقراطية خاصة حين تهددها الانقلابات أو المؤامرات الحزبية. وقد تعرضت "طبيعية" أو"فطرية" الديمقراطية السودانية لاختبارات عدة أظهرت كثيرًا من تناقضاتها. إذ يتخذ أصحاب فكرة "الفطرية" من اندلاع الانتفاضات الشعبية لإسقاط يالنظم الدكتاتورية، دليلًا على صحة نظريتهم. ولكنهم في نفس الوقت لا يفسرون عدم تنفيذ ميثاق الدفاع عن الديمقراطية الذي وقعته كل الأحزاب الديمقراطية الرئيسية عام 1986 والذي يقضي بمقاومة أي انقلاب، والقضاء عليه في مهده.
