إن مشكلة طرح الملوثات في (المياه، التربة، الهواء) كان له الإنعكاسات سلبية على البيئة بشكل عام ثم على التنمية البشرية المستدامة وعلى الأداء الإقتصادي لمعظم القطاعات الإقتصادية وعلى مستقبل التنمية الإقتصادية والإجتماعية في مدينة أربيل.
ومن خلال تحليل مظاهر التلوث البيئي في مدينة أربيل وتوضيح طبيعة الملوثات المطروحة في البيئة وذات العلاقة والتأثير المباشر وغير المباشر في رأس المال البشري وتقديم مقترحات لتخفيض الآثار السلبية لطرح الملوثات على صحة رأس المال البشري، فإن الدراسة تهدف إلى لفت أنظار المسؤولين بشأن الآثار الإقتصادية الكبيرة للملوثات البيئة وإنعكاساتها على أداء عملية التنمية الإقتصادية.
ولأجل تغطية جوانب موضوع البحث (تأثير التلوث البيئي على رأس المال البشري في مدينة أربيل للفترة 1990- 2004)؛ وتوخياً للوصول إلى الهدف فقد قسمت الدراسة على ثلاثة فصول يتضمن الفصل الأول المرتكزات النظرية للبيئة وملوثاتها وعلاقتها بالتنمية البشرية المستدامة.
وتناول الفصل الثاني الآثار الإقتصادية للتلوث البيئي على رأس المال البشري في مدينة أربيل، أما الفصل الثالث والأخير فقد تناول واقع تغطية الإحتياجات الأساسية لصحة البيئة وإنعكاساتها على مؤشرات صحة رأس المال البشري في مدينة أربيل.
