موضوع هذا المؤلف هو التعليق على نصوص قانون العقوبات بأحكام القضاء، وهو من الموضوعات الهامة التى تهم كثيرا من الباحثين، وفى تناولى لهذا المؤلف عرضت فيه لنصوص قانون العقوبات حسب آخر التعديلات مادة مادة معلقا عليها بأحكام النقض منذ انشائها وحتى سنة 1996، وكذلك بالتعليمات العامة للنيابات مع بيان أهم القيود والأوصاف الخاصة بكل منها، وعرض للنصوص المقابلة فى التشريعات العربية، وذلك بالنسبة لقسميه العام والخاص.
وسنعرض لهذا المؤلف فى جزئين. الجزء الأول منه يشتمل على التعليق على نصوص العقوبات من المادة الأولى وحتى المادة 251 مكررا، والجزء الثانى حتى نهاية قانون العقوبات. ولعلى بهذا الجهد المتواضع أكون قد قدمت للمكتبة العربية مرجعا يفيد الباحثين والمهتمين بموضوع هذا المؤلف.
