إن الإهتمام الإقليمي بحقوق الإنسان، ينبغي أن يكون كافياً وفعلياً، عبر تكريس هذه الحقوق في نصوص ميثاقيّة، تحتوي على الضمانات الكافية والشاملة لكل حقوق الإنسان، بما فيها الآليّات التطبيقيّة لحماية هذه الحقوق.
وبما أن جامعة الدول العربيّة، تعتبر التنظيم الإقليمي الأكثر تمثيلاً للنظام العربي، والأكثر علماً ومعرفةً بواقع هذا النظام والقيم والأسس المبني عليها المجتمع العربي، فإنه ينبغي أن يأتي ميثاق حقوق الإنسان الصادر عنها، أكثر ضماناً لهذه الحقوق من المواثيق الدوليّة.
وهذا الكتاب يتضمّن دراسة تحليليّة لميثاق إنشاء جامعة الدول العربيّة، وميثاق حقوق الإنسان الصّادر عنها، مع مقارنته ببعض المواثيق الدوليّة والإقليميّة الأخرى، توصلاً لمعرفة النواقص والثغرات في ميثاق إنشائها التي أدّت إلى صعوبة العمل العربي المشترك، وخصوصاً في مجال حقوق الإنسان، وأيضاً لمعرفة الثغرات في الميثاق العربي لحقوق الإنسان التي جعلته فاقداً للضمانات الفعّالة لحماية هذه الحقوق، بالإضافة إلى دراسة وتقييم المبادرات المطروحة لتفعيل دور الجامعة العربيّة، وأهميّتها على صعيد حقوق الإنسان.
