لقد كانت الإتفاقية العام للتعريفات والتجارة المسماة إختصاراً بالجات (GATT) معاهدة متعددة الأطراف هدفها الأساسي هو زيادة معدلات التبادل الدولي عن طريق التخفيضات الهامة للرسوم الجمركية وإزالة العوائق الأخرى أمام التجارة العالمية كما أنها من جهة أخرى تعد مجالاً لإجراء المفاوضات التجارية ولحل المنازعات التي تنشأ بين الأطراف المتعاقدة على عمليات تجارية على مستوى الأسواق العالمية.
ويمثل التطور الهائل الذي حدث خلال العقدين الماضيين من إندماج الأسواق العالمية ضمن ما يسمى بـ "ظاهرة العولمة" تحدياً كبيراً أمام الدول قاطبة والنامية منها على وجه الخصوص.
وهذا التطور نشأ عنه ما يعرف بــ "منظمة التجارة العالمية - World Trade organization" (WTO) والتي بموجب إنشائها تم تدشين أكبر إتفاق عالمي للتجارة الدولية في التاريخ حتى الآن لإزالة الحواجز أما التجارة الدولية.
ومن المنتظر أن تؤثر هذه المنظمة على مجمل الإقتصاديات المعاصرة سلباً وإيجاباً إعتماداً على مكانة كل دول إقتصادياً وما تحضي به من تقدم علمي وتقنى وإقتصادي، ولكن المرجح أن تتأثر الدول العربية بالجوانب السلبية أكثر من تأثر الدول المتقدمة بها.
ومما يزيد من حجم التحدي الذي سيواجه الدول العربية عند إنضمامها إلى هذه المنظمة هو خضوعها لأحكام وإلتزامات الــ WTO والتي سينتج عنه المزيد من فتح أسواقها وخصوصاً إذا ما أضفنا إلى ذلك كون الصناعات التحويلية لهذه الدول معظمها في أولى مراحل تطورها.
