يعرض الكتاب للتغيير الجذرى الذى حدث منذ إنشاء المنظمة العالمية للتجارة عام 1995 والذى يعد انجازاً كبيراً فى المسيرة التجارية بما أحدثه من تغييرات كبيرة أهمها تضمين مجالات جديدة للتفاوض بين الدول الأعضاء (153 دولة حتى 2010) مثل الزراعة والنسيج والخدمات، وتنفيذ اتفاق أوجه حقوق الملكية الفكرية المرتبطة بالتجارة، وكذلك إنشاء آلية جبرية لحل النزاعات التجارية، ولقد أثرت اتفاقيات المنظمة العالمية للتجارة على عملية التنمية ونقل التكنولوجيا فى الدول العربية، وتعد الجولة الحالية للمفاوضات (2001-لازالت مستمرة) والتى يطلق عليها أجندة الدوحة للتنمية، فرصة فريدة للعالم العربي للاندماج بشكل كامل فى النظام التجارى متعدد الأطراف، ومعالجة نقاط ضعفه، وإدراج المجالات التى تهمه.
