هذا الكتاب لبنة جديدة تضاف إلى البناء الصوتي في الدراسات اللغوية الحديثة، إذ تناول دراسة الأصوات اللغوية في كتاب المستوفي في النحو لعالم جليل عاش في القرن السادس الهجري، ذلك الكتاب الذي ترك أثراً واضحاً في كتب من تلاه من المتأخرين والمحدثين.
المستوفى في النحو للفرغاني كتاب يتكون من مجموعة فصول، خصصت عشرة منها لدراسة الصرف والصوت، ولم يجعلها في ضمن فصول النحو بل عدّها من الأبواب المفرّعة عن التأليف في النحو والمناسبة له والمتعلقة به.
وأبواب الصوت التي سماها فصولاً هي (الأشمام والروم والإختلاس وتخفيف الهمزة والإدغام وإلتقاء الساكنين والوقف)، والفرغاني في منهجه يتابع منهج سيبويه الذي صار منهجاً لأغلب النحاة فيما بعد، لا سيما في دراسة الظواهر الصوتية، ومنها دراسته لظاهرة الإدغام التي كانت مفتاحاً للدراسة الصوتية، وهو ما سار عليه الفرعاني وأكده في مقدمة حديثه عن ظاهرة الإدغام.
وقد حرصت هذه الدراسة على بيان الجهود الصوتية للفرغاني، التي لم تر النور، ولم تأخذ حقها من الدراسة في ضوء ما توصل إليه الدرس الصوتي الحديث في معرفة آرائه في حقيقة الصوت وطريقة تكونه في الحياة عامة، وفي جهاز نطق الإنسان خاصة، ومخارج الحروف والظواهر الصوتية المختلفة ومدى موافقتها ومخالفتها للدراسات الصوتية قديماً وحديثاً، وبيان ما سُبق به الفرغاني وما سَبق هو إليه، لتتضح مواضع الأصالة والتفرد في جهوده في دراسة الأصوات.
