Book Description
يتعلق هذا الكتاب بإدارة المؤسسات العسكرية نظريّاً وتطبيقيّاً، إذ يعرّف تلك المؤسسات، ويرسم خريطة التعقيدات الإستراتيجية الجديدة لقيادة المنظمات العسكرية في المجتمعات التي تحدق بها المخاطر.
كما يهتم بقضية الشرعية والمراقبة، في سياق تغيّر أنماط الرقابة الخارجية، ويتطرق الكتاب إلى تدويل القوات المسلحة، كما يقدّم عرضاً للبحث والتطوير والإبتكار في المؤسسة العسكرية.
وفي سياق الإهتمام بالتنسيق الداخلي والإستعداد للعمليات، يفصّل الكتاب القول في عمليات الحملات العسكرية والتصميم المعياري للمؤسسة، وينظر في توريد الخدمات العملياتية والإسنادية في المؤسسات العسكرية ضمن إعادة ترسيم الحدود، كما يُعنى بإستخلاص عدد من الدروس المستفادة من حرب أفغانستان في مسألة تخطيط اللوجستيات والرقابة عليها.
ويتطرق الكتاب إلى المؤسسات العسكرية في العمليات الفعلية مركّزاً على مواجهة القيادة للفوضى والمخاطر، ويهتم بكفية صناعة الحس السليم خلال العمليات العسكرية والأحداث العرضية، كما يسلط الضوء على إدارة المهنية الأخلاقية في العمليات العسكرية.
ويتعرض الكتاب للقانون العسكري والعمليات العسكرية، متسائلاً عن علاقة الثقة والرقابة في المؤسسة العسكرية: هل هما قوتان مزدوجتان أم متصارعتان؟ ويتطرق إلى المؤسسات العسكرية والإستجابة للأزمة الوطنية، معرّجاً على القيادة والسيطرة في عمليات الإستجابة للأزمة.
كما يحتوي على قياس الأداء في العمليات الراهنة؛ وذلك عبر مقاربة تقويم العمليات بناءً على التأثيرات، ويتصدّى الكتاب إلى موضوع تعلُّم المؤسسات العسكرية والتغير التنظيمي، ويهتمّ بإدارة رفاهية أفراد المؤسسة العسكرية وأُسرهم، كما يستعرض قدرات المؤسسات العسكرية على خلق قيمة غير متجانسة.
