التخطيط للتعليم العالي هو تخطيط لمستقبل التنمية البشرية وفي الوقت الذي نؤكد فيه على أهميته وضرورته لأي مجتمع يبحث لنفسه على البقاء والمساهمة في تطوير وتحديث المجتمع، وخاصة أن الحياة بطبيعتها دائمة التغيير والتطوير، وبالتالي فإن جميع مجالات الحياة ينبغي أن تتطور ليس وفق هذه الطبيعة فحسب، بل أيضا وفق الاعتبارات التي تفرضها طبيعة المجتمعات المعاصرة ووفق طبيعة المتغيرات التي لحقت بمختلف المجالات سياسية كانت أم اقتصادية أم اجتماعية أم تربوية.
وتؤكد الدراسات المستقبلية أن الجامعة تحكم وظائفها وفعاليتها وسيلة التغيير الفعال، والمؤسسة الفعالة لتقريب الهوة بين الجوانب المادية والمعنوية في المجتمع، لأنها تساعد على تكوين النظرة الفعلية والمتبصرة التي تهيئ أذهان الأفراد لتقبل كل جديد ومعايشته واستمراره بالإضافة إلى قيامها بالمواءمة بين القديم والجديد في المجتمع المتغير، وإعداد الأفراد لتقبل النظم الجديدة، ومنهم رسالتها الطبيعية كما تعتبر الجامعات المركز الإشعاعي العلمي الذي ينظم العملية التعليمية وإعداد الكوادر ومتابعتهم للتحصيل العلمي واستثمار الفرص لتنمية المجتمع بصورة عامة، وهنا تبرز أهمية التعليم العالي في تحقيق التنمية الشاملة بشقيها الاقتصادي والاجتماعي والذي لا يتحقق إلا بفضل تنمية العنصر البشري الذي هو الأساس في أي تنمية، فإى تنمية تبتعد عن الإنسان هي تنمية منقوصة.
ولأهمية هذا الموضوع جاءت فكرة هذا الكتاب الذي بين أيدينا متناولاً موضوع التعليم العالي وعلاقته بالتنمية البشرية والتنمية الشاملة سواء في مصر أو في بعض الأقطار العربية وجاء الكتاب في ستة فصول، وكانت على النحو التالي: جاء الفصل الأول يحمل عنوان "التعليم الجامعي ودوره في تنمية المجتمعات المحلية"، وجاء الفصل الثاني يحمل عنوان "التعليم العالي والتنمية وسوق العمل"، أما الفصل الثالث فحمل عنوان "التعليم العالي في الدول العربية ودوره في تنمية الموارد البشرية"، وجاء الفصل الرابع تحت عنوان "استراتيجية مقترحة لدور التعليم الجامعة في التنمية الشاملة في مصر"، والفصل الخامس جاء تحت عنوان "التعليم العالي في الجماهيرية الليبية ودوره في تنمية الموارد البشرية".
