• حصل على البكالوريوس من كلية التجارة بجامعة الملك سعود بالرياض عام 1963.
• تلقى تعليمه العالي في الولايات المتحدة الأمريكية فحصل على شهادة الماجستير في الإدارة من جامعة منيسوتا عام 1966، ثم حصل على شهادة الدكتوراه في الإدارة العامة من الجامعة الأمريكية بواشنطن في مطلع عام 1970.
• تدرج في السلك الأكاديمي فحصل على درجة أستاذ عام 1979.
• عمل عميداً لكلية التجارة , وكلية العلوم الاجتماعية , وكلية الدراسات العليا، مستشار في عدة هيئات علمية, وعضو في هيئة تحرير المجلة العربية للإدارة, ومجلة العلوم الاجتماعية.
• له العديد من المؤلفات والدواوين الشعرية.
Book Description
في كتابه هذا، يبحث الدكتور "أسامة عبد الرحمن" عن دوراً للمثقفين الخليجين في التنمية متسائلاً كغيره من أبناء المجتمع عن دور الفئة المثقفة في أقطار الخليج العربية وعن مدى أداء هذه الفئة لدورها، مع التركيز على دور الفئة المثقفة وليس النخبة المثقفة ذلك أن الكاتب يعتبر أن مصطلح النخبة يضفي على فئة محدودة هالة كبيرة كما أنه متحيز لفئة دون أخرى، من هنا جاء هذا الكتاب ليتوجه للفئة المثقفة بالتوازي مع القاعدة المجتمعية العريضة، ونظراً لأنه موجه للقاعدة المجتمعية العريضة فقد توخى سهولة العرض والطرح مع عدم إغفال لجوهر القضايا الأساسية. كما أنه تجاوز ذلك إلى التفرقة الدقيقة بين الفئة المثقفة والفئة المتعلمة فبرأي المؤلف "عدم وجود تعريف محدد للثقافة هو الذي يجعل تحديد هوية المثقفين من الصعوبة بمكان إذ يكاد ينطبق مفهوم المثقفين أحياناً على شريحة عريضة جداً نتلت قسطاً من التعليم... ويكاد ينطبق أحياناً عاى فئة محدودة تمتلك ناحية القدرة الإبداعية والعطاء الإبداعي..." ومع أن هذه التفرقة سليمة وصحيحة إلا أنها لا تزال تثير الكثير من الإلتباس على مفهوم المثقف من هنا جاء هذا الكتاب ليسلط الضوء على حال المثقفين الخليجيين ودورهم في التنمية بمختلف أشكالها من فكرية وإقتصادية وإجتماعية في بلدان (الإمارات العربية المتحدة والبحرين والسعودية وعمان وقطر والكويت). بهدف إيجاد مناخ علمي وفكري يخلق الصلة والتفاعل بين أبناء المنطقة حول قضايا التنمية ويكرس الجهود نحو دراسة أوضاع التنمية وتحليل عقباتها وإستشراق حلول لها.
