تحتل روسيا منزلة خاصة في النظام الدولي المعاصر. وهي تشبه الصين، حيث لا تشكل جزءاً من مجموعة دول متقدمة جداً تتقاسم قيماً أساسية، ومؤسسات سياسية مشتركة، إلى جانب أنظمة اقتصادية وثيقة التداخل، وشبكة متشعبة من المنظمات العسكرية والسياسية، ولكن نظراً إلى إمكاناتها الاقتصادية والعسكرية الضخمة، فسوف تبقى روسيا تلعب دوراً بارزاً في ضمان الأمن العالمي. ويكتسب التعاون الروسي مع الولايات المتحدة الأمريكية أهمية خاصة في مجال تعزيز الاستقرار الاستراتيجي، ومكافحة الإرهاب ومنه انتشار أسلحة الدمار الشامل.
