في السنوات القليلة الماضية دخلت العلاقات بين روسيا والغرب مرحلة متعددة الأوجه، إذ اتصفت بتقارب مستمر وتعاون وثيق، في الوقت الذي شابتها فيه خلافات حول عدد من الموضوعات، مما يشير إلى بزوغ فجر من "المنافسة الجديدة". لقد اتهم الغرب موسكو باتباع سياسة "زعزعة الاستقرار" في "كومنولث الدول المستقلة"، الذي تنشط على أرضه الجماعات المسلحة. ومن هذه الدول جورجيا وأذربيجان ومولدوفا. ويقال إن موسكو تلجأ إلى هذه السياسة لتحول دون تقارب هذه الدول فيما بينها، وما يترتب على ذلك من رفضٍ للنفوذ الروسي، ومن ثم تستطيع موسكو المحافظة على الوجود العسكري الروسي، وترسِّخ فكرة استحالة علاج مشكلة الصراعات العرقية-السياسية في الإقليم دون التدخل الروسي. توصف علاقة روسيا بدول القوقاز بأنها علاقة اعتماد متبادل، وتمثل جورجيا وأذربيجان منطقتي عبور رئيسيتين لنقل الطاقة والبضائع الروسية للإقليم. ومن أمثلة "الاعتماد المتبادل" استثمارات موسكو في اقتصادات دول جنوب القوقاز، وإمدادات الطاقة الروسية للإقليم. ولهذا الأمر أهمية خاصة لجورجيا التي تعاني نقصاً حادا في الطاقة، وتعتمد على غيرها من الدول لتلبية احتياجاتها منها. يواصل الاتحاد الأوروبي جهود إقامة شراكة استراتيجية مع روسيا للمحافظة على السلام العالمي. ويعتقد الساسة الأوروبيون أن إقرار السلام العالمي يتطلب أن تولي موسكو قضية حماية أرواح مواطنيها ورفاهيتهم عناية أكبر. ويرى بعض المحللين الروس أن المرحلة التي هيمنت فيها الولايات المتحدة على العالم باعتبارها قطباً أوحد تقترب من نهايتها، وأن على روسيا أن تقرر من سيكون حليفها الاستراتيجي: أوروبا أم الولايات المتحدة؟ أما فيما يخص شؤون الاستقرار الاستراتيجي ومكافحة الإرهاب وانتشار أسلحة الدمار الشامل فإن الولايات المتحدة الأمريكية ما زالت الشريك الرئيسي لروسيا. إن التقارب التدريجي بين روسيا والغرب أمر بالغ الأهمية لإقرار السلام العالمي، ولن يكون للخلافات حول المشكلات الإقليمية أثر يذكر في استمرار هذا التقارب.
