شهدت الدولة الإسلامية ممثلة بالخلافة العباسية منذ القرن الثاني الهجري / الثامن الميلادي تمزقاً سياسياً أدى إلى ظهور دول مستقلة، لا تدين للخلافة إلا بالولاء الروحي، فقد بدأ أول إستقلال خطير في جسم الدولة الإسلامية منذ دولة بني صالح في (نكور) 91- 471هـ/ 709- 1080م، ثم تبعتها دولة (برغواطة)، من 123- 451هـ / 740- 1060م، ثم بدأت إمامة بني واسول الصفرية في (سجلماسة) سنة 140هـ/ 757م، وتبعتها الدولة الرستمية سنة 161هـ / 777م، والدولة الإدريسية سنة 172هـ / 788م، ودولة الأغالبة سنة 184هـ/ 799م، إلى أن جاءت الدولة الفاطمية التي استقلت عن الدولة العباسية سنة 296هـ / 908م، علماً بأن دولة الاغالبة قد قامت بإختيار الخليفة العباسي، إلا أن مجرد ظهورها يعدّ ثورة على العصبية، وإستقلالاً سياسياً عن الخلافة العباسية، وتصميماً على الإستقلال، الأمر الذي يدعونا للبحث في تلك الدول المستقلة، وظروف إستقلالها، وعلاقتها بالدولة العباسية.
وتبحث هذه الدراسة في موقف الدولة العباسية من الدول المستقلة في المغرب بين القرنين الثاني والرابع الهجريين / الثامن والعاشر الميلاديين، في الفترة ما بين 140- 362هـ / 757- 973م، ومنها الدولة الرستمية الأباضية في المغرب الأوسط (الجزائر) موضوع دراستنا، وهو جانب من تاريخ أمّة تمكنت من نشر مبادئ العدل على وجه الأرض، وتنبع أهمّيتها من حيث إبرازها جانباً فعّالاً من عناصر الدولة العربية الإسلامية في المغرب، وهو الإستقلال عن الخلافة العباسية في المشرق.
