في هذا الكتاب يبحث الدكتور " ياسر طالب راجي الخزاعنة " في موقف الدولة العباسية من الدول المستقلة في المغرب بين القرنين الثاني والرابع الهجريين / الثامن والعاشر الميلاديين ، في الفترة ما بين ( 140-362ه / 757-973م ) ، ومنها الدولة الرستمية الأبلضية في المغرب الأوسط ( الجزائر ) - موضوع هذه الدراسة - وهي جانب من تاريخ أمة تمكنت من نشر مبادىء العدل على وجه الأرض . وتنبع أهميتها من حيث إبرازها جانباً فعالاً من عناصر الدولة العربية الإسلامية في المغرب ، وهو الإستقلال عن الخلافة العباسية في المشرق .
توضح الدراسة كيفية نشوء تلك الدول التي استقلت ، عن جسم الدولة العباسية بين القرنين الثاني والرابع الهجريين ، كما تُعرف القارىء إلى قدرة هذه الدول في التنظيم ، والدعوة إلى مبادئها ، والتعامل مع السكان المحليين ومجتمعاتها الجديدة وعلاقتها بالدولة العباسية ، وكيف انضم السكان من البربر إلى تلك الدول وأحداث أخرى .
وأما الخلاصة التي خرج بها المؤلف فيقول فيها : " لقد كان لنشوء هذه الحركات الإنفصالية الإستقلالية في المغرب تأثير كبير على الدولة العباسية لأنهم كانوا دويلات انفصلت عن الخلافة العباسية واستقلت عنها في أطرافها النائية وما تزال الخلافة بعد في أول مراحلها وأوج عظمتها ، ومع ذلك لم تستطع القضاء عليها وإيقاف نموها ، والدليل على ذلك استمرار دولة الفاطميين في مصر متلقبين بلقب الخليفة طوال الحكم العباسي حتى عام 567 ه " .
