ثمَّة العديد من المؤلفات التي عالجت ونظَّرت للتنظيم الدولي ومنظماته، فعالج كل منها الموضوع من زاوية خاصة ومنهج محدد، ويمكن رصد العشرات بل المئات منها، إلا أننا أخذنا على أنفسنا الخوض في غمار كتابة التنظيم الدولي، لما له من خصوصية المتابعة والتطوير.
فالتنظيم الدولي ومنظماته العالمية منها والإقليمية تنفرد بخصوصية التغيّر والتبدّل، للعديد من الإعتبارات، ولم يقتصر عملنا هذا على المتابعة وتطوير المعلومات وتحديثها، بل سلكنا منهجاً علمياً وموضوعياً اتسم بالطابع الموسوعي والشمولي، علنا نكون قد أحطنا بالموضوع من غالبية جوانبه.
لقد قسَّمنا الكتاب إلى خمسة أبواب، عالجنا في الأول منه النظرية العامة للمنظمات العالمية الذي اشتمل على إثنا عشر فصلاً، بدءاً من الملامح العامة للتنظيم الدولي في العصور القديمة والمتوسطة وصولاً إلى المعاصرة منها، وعالجنا في هذا الجزء ماهية المنظمات وتكييفها القانوني، كما البيئة التي تحكم عملها ومقرراتها وفعاليتها.
أما الباب الثاني فخصصناه لعصبة الأمم حيث عالجنا أسباب نشأتها والإطار القانوني الذي حكم عملها وصولاً إلى إنجازاتها وأسباب فشلها، فيما خصصنا الباب الثالث لدراسة هيئة الأمم المتحدة التي عالجناها في أربعة أقسام؛ ضمَّ القسم الأول النشأة والمبادئ والغايات، فيما الثاني حلَّلنا فيه الميثاق والعضوية، أما الثالث فخصصناه للأجهزة ومهامها وسلطاتها وتأثيراتها في المجتمع الدولي، فيما الرابع تمَّ تسليط الضوء فيه على دراسة الوكالات والبرامج المتخصصة التابعة لعمل الأمم المتحدة، إضافة إلى برامج الأمم المتحدة ونشطتها المختلفة.
إننا إذ نضع هذا المؤلف الموسوعي، بين يدي المختص كما المهتم، نأمل أن نكون قد أسهمنا بعملنا المتواضع هذا، في وضع لبنة صغيرة لسدِّ حاجة مجتمعاتنا العربية وغيرها، لهذه المعرفة التي باتت جزءاً من حياتنا اليومية المعاشة.
