ستظل التحريات الشرطية إحدى الموضوعات الهامة بل والشائكة, مرد أهميتها اتصالها المباشر والوثيق بحرية الفرد وحقه فى الحياة فى أمان بعيداً عن تلصص الآخرين بمقتضى ودون مقتضى, وكونها إحدى الموضوعات الشائكة فمرده موقف المشرع الجنائى منها, فثمة قصور وتعتيم تشريعى غير مسبوق يحيط بموضوع التحريات الشرطية.
ولا يختلف موقف الفقه كثيراً عن موقف الشارع الجنائى فيلاحظ ندرة المؤلفات التى تناولت موضوع التحريات الشرطية كموضوع قائم بذاته.
لهذه الأسباب وهى فى تصورنا كافية كانت الحاجة إلى مؤلف قانونى يتناول موضوع التحريات الشرطية لا باعتبارها عملا شرطيا وبالأدق عملاً وظيفياً وانما باعتبارها عملاً قانونياً يفرز يوما بعد يوم مزيد من التساؤلات والمشكلات.
ودراسة التحريات الشرطية تعنى إمكان الإجابة علما وعملاً على عدة أسئلة تتعلق بالآتى "ماهية التحريات الشرطية -دور التحريات الشرطية فى الكشف عن الجرائم ومعرفة مرتكبيها- دور التحريات الشرطية فى جمع المعلومات والاستدلالات اللازمة لتحقيق التهمة والحفاظ على أدلتها وماديتها وما تخلف عنها من أثار- وقيمة التحريات فى الإثبات ومدى إمكان الاعتماد عليها كدليل جنائى للقضاء بالإدانة".
أما قضايا التلبس فقد أفردنا لها المجلد الثانى من الموسوعة وقسمنا هذا المجلد إلى أربعة اقسام رئيسية هى:
القسم الأول: أزمة قضايا التلبس وحقيقة الدور المنوط بدفاع المتهم فى القضايا التى يدعى ضبطها متلبساً بارتكبها.
القسم الثانى: الآثار القانونية التى تمنحها حالة التلبس الصحيحة قانوناً لمأمور الضبط القضائى.
القسم الثالث: قضايا التلبس بالمخدرات المحاكاة الكاملة لنماذج حقيقية من قضايا التلبس بالمخدرات.
القسم الرابع: المذكرات المتخصة فى دفوع قضايا التلبس.
أما المجلد الثالث من الموسوعة فينقسم إلى أربع أقسام أساسية هى:
القسم الأول: وموضوعه نماذج وصيغ محاضر التحريات والإذن والتلبس.
القسم الثانى: وموضوعه نماذج وصيغ التعامل مع الجهات الشرطية ونعى جهاز الشرطة.
القسم الثالث: وموضوعه نماذج وصيغ التعامل مع جهات التحقيق ونعنى بها النيابة العامة وقاضى التحقيق, وكذا نماذج وصيغ التعامل مع غرفة المشورة.
القسم الرابع: وموضوعه نماذج وصيغ التعامل مع المحاكم سواء محكمة الجنح والمخالفات أو محاكم الجنايات.
