تسلط هذه الدراسة الضوء على ما أفرزته أنماط النمو الماضية والراهنة من نتائج وحقائق في الاقتصادات العربية، وقدرة هذه الاقتصادات على مواجهة بعض تحديات المستقبل. وقد بنيت هذه الدراسة على الفرضية الآتية: لقد اتسم النشاط الإنمائي في جميع الاقتصادات العربية خلال القرن الماضي بالافتقار إلى فلسفة واستراتيجية اقتصاديتين وتنمويتين واضحتي المعالم، دفعتا هذه الاقتصادات إلى تحقيق نتائج إنمائية متواضعة جعلت منها قاعدة رخوة في التعامل مع التحديات التي تهدد مستقبلها.
لقد كان الأسلوب الاستقرائي والتحليلي للمتغيرات الاقتصادية التاريخية والراهنة والاستشرافية عماداً لهذه الدراسة، ووسائل القياس الكمي أداة لها، وفلسفة الاقتصاد السياسي والإنمائي غطاء لمضامينها.
ومن الناحية التنظيمية قسمت هذه الدراسة إلى مبحثين أساسيين، أولهما يتناول عرضاً وتحليلاً وقياساً لما سببته أعمال التنمية في البلاد العربية ونشاطاتها من تداعيات ونتائج. ويعالج المبحث الثاني المواجهة الحتمية للاقتصادات العربية لبعض التحديات المستقبلية.
وتنتهي الدراسة بفقرة "مبادرة الآجال بالأعمال" وهي: استخلاص أهم النتائج والأفكار التي توصلت إليه الدراسة، وصوغ بعض المقترحات التي قد تكون بين البدائل التي تعين الأمة على الخروج من محنتها.
