مشكلة المياه إحدى أهم القضايا التي تمس أمن العالم العربي ومشكلة ندرة المياه لها أبعاد أإقليمية ودولية، فمن خلال تقرير البنك الدولي حول الموارد المائية ستكون المياه أكثر المصادر الطبيعية ندرة وأهم أسباب الحروب والمنازعات خلال القرن الحادي والعشرين حيث يشير التقرير إلى أن 4% من سكان العالم يعانون حاليا من مشاكل نقص وندرة المياه موزعين على 80 دولة، وإن هذا الوضع يتجه للأسوأ مع تزايد عدد السكان وزيادة الطلب على المياه، ولو استمر معدل الاستهلاك على ما هو عليه حاليا ستزيد حدة التنافس على المياه وتقود للصراع في المنطقة، ويعاني الوطن العربي من ضغوط شديدة على موارده المائية المتاحة فهو يمثل نحو 10% من مساحة العالم، 5% من مجموع سكانه ولكنه يحظى فقط بأقل من 0.5 % من موارد العالم المائية العذبة المتجددة مما يجعل متوسط نصيب الفرد فيه من أقل المعدلات في العالم وخلال القرن الواحد والعشرين وبسبب اطراد التطوير وزيادة السكان فمن المتوقع أن الأمن المائي سيكون عنصراً اساسياً في تحديد مسار الأمن السياسي لكثير من الدول وخاصة في منطقة الشرق الأوسط.
