من العنوان "وطن الفلفل الأحمر" ندرك ثقل الإحساس بالحرقة التي تنسحب على كامل مقالات الكتاب، وهو إحساس ناجم عن أقسى عذابات يمكن أن يعيشها الكاتب / الصحافي السوري خلال عملية ممارسته لمهنته. إنه الصحافي "حكم البابا" يكتب عن وطن اختار له عنوان (الفلفل الأحمر) ، ربما لتشابه لون الفلفل بلون الدماء التي جرت وما تزال حتى كتابة هذه السطور ويبدأها بـ (لماذا أنا سوري يا نيالي) هو أكثر اسكتش استفز الكاتب ، متسائلاً: لماذا أنا سوري يا نيالي؟ ، وعلى ماذا سيحسد السوري، يقول الكاتب: "لن نعثر بين الـ 18 مليون سوري من سيجيب بسهولة على هذا السؤال الصعب ؟!.
موضوع هذا الكتاب "هو الوطن الذي بدل وظيفة استخدام كل اكتشافات واختراعات البشر التي أوجدوها لتسهيل حياتهم، إلى وسيلة لتنغيصها، فحوّل الكرسي من مكان الراحة إلى آلة لقصم ظهورهم، وعجلة السيارة المطاطية من وسيلة لتيسير انتقال البشر إلى فتحة لحشر رؤوسهم وأرجلهم فيها ليتسنى ضربهم، والكهرباء من طاقة لإنارة لياليهم إلى سلكين للسع أجسادهم، وبدل أن يكون وطناً بالجبنة والزعتر أو بالدجاج تحول إلى وطن بالفلفل الأحمر يدمع العين ويلهب الفم ويحرق الأصابع".
بهذا الألم يكتب حكم البابا، وعلى الرغم من قسوة ما سنقرأه في هذا الكتاب، يطلب منا أن نقرأه "حالة حب لوطن وإن بالفلفل الأحمر". لقد عبّر الكاتب عن موهبة نادرة في الدعابة والسخرية، وتحدث بعمق عن قضايا ملحة، خاصة بالمشهد العربي والسوري، وعن مواطن بنسخته العربية، ووطن بنسخته الدكتاتورية، وللقارىء الحكم في نهاية الأمر ...
