في كتابه هذا، يكتب "حكم البابا" كشاهد عيان على الصحافة السورية في زمن البعث، ولأنه لا يغلب على الصحافي السوري شعور أقوى من الخوف، اعتبر المؤلف عمله "كتاب في الخوف" يؤرخ فيه أحداث ووقائع عاشها وعايشها أثناء مهنته، وأبرز منها الجانب المعتم ولهذا يقول في مفتتح الكتاب "أنا أعتبر هذا الكتاب الذي يضم مجموعة من المقالات التي كُتبت حول تجربة شخصية معاشة في الإعلام السوري ونشرت في فترات متفرقة كتاباً في الخوف بامتياز، وهذا الشعور بالخوف متنوع ومتفاوت، لكن مصدره واحد وهو بالتأكيد ليس من القارىء صاحب الحق الأول والأخير في تقييم مقال لكاتب صحافي، وهذا خوف مشروع يفكر به أي كاتب في العالم، إنما وبسبب (الخصوصية السورية) هو من السلطة ممثلة بوجهها المرعب: المخابرات ...".
والكتاب في مضمونه يقدم صورة عن الظروف غير العادية التي يعمل بها الصحافي السوري خلال سنوات من الرقابة والطمس والإلغاء، وكان صاحب هذا الكتاب من الذين لم يرهبهم سوط الجلاد. ظلّ أميناً لقارئه ولقلمه، تحدث في زمن الصمت، لا بل أخاف وربما نقل الخوف "إلى من كانوا يخيفوننا".
يضم الكتاب (18) مقالاً نذكر من عناوينها: 1- ثلاثون عاماً من الإلغاء لا صحف لا صحافيين ولا من يحزنون، 2- الصحافة السورية من الصمت إلى حق القول: كيف نستعيد قارئاً فقدناه، 3- كيف يواجه الإعلام السوري الأزمات: صورة فوتوغرافية لسقوط صدام واحتلال العراق، 4- جرائد أحزاب الجبهة الوطنية التقدمية في سورية: صحافة كول واشكور، 5- خطاب إلى السيد وزير الإعلام بصفته لا بشخصه: من الصحافي حكم البابا بصفته وشخصه (...)" وعناوين أخرى ذات صلة.
