إن إجراء أية مراجعة للأدبيات والدراسات التي أجريت حول مفهوم التربية في خدمة المجتمع أو مفهوم المدرسة المجتمعية (Community School) قد أشارت إلى أنها التربية التي يتم فيها إشراك البيت والمدرسة والمجتمع، بحيث يعملوا معاً في إطار ديمقراطي شامل لتقديم الخدمات التربوية المطلوبة للمجتمع المحلي، والتعرف على العلاقات التي تربط بينها، من أجل حل المشكلات وتحسين الجهود المشتركة وتوسيع فرص التعلم لجميع أفراد المجتمع المحلي.
ولقد تعزز مفهوم المدرسة المجتمعية إنطلاقاً من المسلمة التي مفادها، أن الأسر والمدارس والمجتمعات تعد الوحدات الإجتماعية الأساسية والأكثر فعالية، وأن لها تأثيرات ومسؤوليات متداخلة فيها يتعلق بتنشئة الأطفال وتعليمهم.
من هنا، يهدف هذا البحث إلى تطوير نموذج لتفعيل العلاقة بين المدرسة والمجتمع المحلي في منطقة أبو ظبي التعليمية، من أجل تفعيل الأداء المدرسي وتعزيز فاعلية وإنتاجية وكفاءة المدرسة وتعظيم جودتها، حيث اعتمد المؤلف في تطوير هذا النموذج على عدد من التجارب الدولية الناجحة والمتعلقة بتفعيل العلاقة بين المدرسة والمجتمع المحلي، وبخاصة التجربة الأمريكية، والتجربة الأسترالية والتجربة اليابانية والتجربة السنغافورية والتجربة الكندية.
