إن التعرُّف على سنن قيام الدول والحضارات وتطورها، ثم سقوطها في العصرين القديم والحديث يعطينا القدوة والمثل لمعرفة أسباب القوة التي تساعد على استقرار الدول، وحمايتها من الضعف الذي قد يؤدي الى تفككها وضياعها. وقد سبق ابن خلدون عصره، ووضع سنن قيام الحضارات وسقوطها، التي اتضح أنها ما زالت صالحة لتفسير نشأة الدول وانهيارها في العصر الحديث، فقد ركز على العوامل السياسية والاقتصادية والاجتماعية بوصفها عوامل أساسية في نشأة الحضارات وتطورها، ومن ثم ضعفها وانهيارها وسقوطها. وقد رفعت الخلافات الشديدة بين الحكام والمحكومين في العصر الراهن، وتبدد مفهوم العقد الاجتماعي بوصفه وسيلة تحكم العلاقة بين الحكام والمحكومين لأسباب سياسية واقتصادية واجتماعية، أسباب السقوط والانهيار، وطغت على ما سواها، وشكَّلت تهديدًا مباشرًا للدول في العصر الحديث. وقد قام تطور الحضارة الإسلامية على أسس روحية وإنسانية في المقام الأول، وعلى أساس الشورى، والعدل، والمساواة، والحرية، والرقابة الذاتية، والحث على العمل والاجتهاد. توصل الكتاب الى دراسة تطبيقية تحليلية مقارنة بين الحضارات، ووضع خارطة طريق للقيام الحضاري الإسلامي الجديد، ومقترحات لاستشراف السنن المعاصرة لقيام الحضارات وسقوطها؛ وأخذ العبر والدروس المستفادة من ذلك؛ بهدف العمل على تعزيز أسباب القيام، واستخدامها في بعث الحضارة الإسلامية من جديد، في ضوء امتلاكها لمقومات النهوض؛ فالعالم اليوم أحوج ما يكون إلى عودة الحضارة الإسلامية بمبادئها وتعليماتها وأوامرها ونواهيها، نظرًا إلى دورها في غرس القيم الروحية والأخلاقية في النفوس، وفق مبادئ التكافل والتضامن والتعاون على البر والتقوى.
