تهدف هذه الدراسة إلى دراسة دور العامل النووي في صياغة مستقبل منطقة الشرق الأوسط في ظل سياسة دولية وإقليمية استنبطت كإفراز لنهاية الحرب الباردة من جانب، واندلاع حرب الخليج الثانية وما ارتبط بها من تمزق عربي واسع النطاق وما أسفرت عنه من نتائج من جانب آخر، هذه السياسة التي عبر عنها مفهوم "الشرق الأوسط الجديد" وما انطوى عليه من مواجهة مصطنعة لتصفية معضلات الصراع العربي-الإسرائيلي.
وتركز هذه الدراسة على الآثار الاستراتيجية للعامل النووي بشأن مسار الصراع العربي-الإسرائيلي وتحولاته منذ بدء مؤتمر مدريد وانطلاق العملية السلمية حتى السنوات القليلة القادمة، وذلك من خلال دراسة تأثير احتكار إسرائيل للأسلحة النووية في صياغة الشرق الأوسط الجديد الذي يحقق لها وظيفتها الإقليمية التي تمكنها من تأدية وظيفتها الدولية لصالح الاستراتيجية الأمريكية. كما وتحاول هذه الدراسة الإجابة عن مجموعة من الأسئلة البحتية المحددة التي يتعلق كل منها بعنصر أساسي من عناصر الإجابة عن السؤال الرئيسي والذي يتمحور حول ما هو دور السلاح النووي في كل ما له صلة بقيام نظام الشرق الأوسط الجديد وما يرتبط بذلك من وظيفة إقليمية ودولية لإسرائيل في مرحلة ما بعد الحرب الباردة.
