حيث يغطى هذا الجزء، الدور الذى لعبته السياسة المصرية والإسرائيلية فى تأسيس وتطوير القوة الجوية للطرفين حتى دخولهما عصر النفاثات، وتأثير السياسة البريطانية والأمريكية على الجهود المصرية الإسرائيلية فى هذا الشأن. كما يوضح هذا الكتاب الدور الذى لعبته القوة الجوية المصرية خلال الحرب العالمية الثانية، وانعكاسات الجولة العربية الإسرائيلية الأولى عام 1948 على تطور واستخدام القوة الجوية للطرفين خلال تلك الحرب والسنوات التى تلتها حتى قيام الثورة المصرية 1952.
وعلى ذلك.. فإن هذاالكتاب يعتبر مرجعاً بالغ الأهمية سواء للقارئ العربى، او للباحثين المتخصصين، لأنها كثيراً من المفاهيم الخاطئة وترد على المغالطات الإسرائيلية والغربية الشائعة.
