يمكننا أن نطلق على عصرنا الراهن عصر "حقوق الإنسان"؛ لذا فقد أصبح هذا الموضوع شغل البشرية الشاغل على اختلاف نظمها وأساليبها، وسياساتها، وخياراتها الحياتية، وقد شغل البشرية كذلك أحقاباً طويلة وموغلة في القدم. فحقوق الإنسان ليست وليدة العصور الحديثة وإنما هي نتاج كفاح البشرية منذ ظهورها على مسرح الحياة إلى يوم الناس هذا، وإن اختلفت مفاهيمها ومشاربها وأهدافها ووسائلها. ومع اختلاف هذه المفاهيم والأهداف والغايات والوسائل اتخذت هذه الحقوق أشكالاً وأنماطاً متغايرة متباينة طبقاً للتصورات التي مرّت بها البشرية عبر الزمان والمكان.
من هذا المنطلق عمد المؤلف إلى معالجة المفاهيم القانونية لحقوق الإنسان عبر الزمان والمكان وذلك من خلال دراسة تتسم بالمجادلات القانونية, والأطروحات الإنسانية والمقالات العلمية، وصولاً إلى بيان المفهوم الجدي لحقوق الإنسان طبقاً لآخر المواثيق العهود الصادرة بهذا الشأن أما منهجيته التي اعتمدها فتتحدد في استعراض مفاهيم حقوق الإنسان منذ قديم الزمان إلى يومنا هذا، وتتناول المفاهيم ذاتها المنصبة على حقوق الإنسان التي لها علاقة وطيدة بالحقوق والحريات الأساسية.
وتتخلل هذه الدراسة البحث المعمق في الأحكام والمبادئ المثبوتة في الاتفاقيات والإعلانات العالمية، ومقارنة تلك المفاهيم بما هو منصوص عليه في الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير. أما تقسيمه للدراسة فكان إلى ستة فصول هي: الفصل الأول: العلاقة بين القانون وحقوق الإنسان. الفصل الثاني: مفهوم حقوق الإنسان في العصور القديمة. الفصل الثالث: مفهوم حقوق الإنسان في الإسلام. الفصل الرابع: مفهوم حقوق الإنسان في الإعلانات الدولية المعاصرة. الفصل الخامس: مفهوم حقوق الإنسان في الوثيقة الخضراء الكبرى لحقوق الإنسان. الفصل السادس: حماية حقوق الإنسان على الصعيدين الداخلي والدولي.
