محتوى هذا الكتاب يتضمن أوراق العمل العلمية التي قدمت في مؤتمر كبير يحمل نفس العنوان. لقد تناولت الدراسات والندوات العربية وغيرها التجارب الديمقراطية العربية بالعرض والتحليل، غير أننا اليوم وفي هذا الكتاب أخذنا أكثر التجارب العربية تقدماً نسيباً لنركز على طبيعة التحديات التي تواجه هذه التجارب، ونتطلع إلى آفاقها المستقبلية، لتكون توصياتنا وأطروحاتنا مدخلاً من مدخلات القرار العربي الرسمي والشعبي. لقد تناول الكتاب التجربة الديمقراطية في كل من الأردن ولبنان واليمن والكويت والسودان، وقدم هذه التجارب أبناؤها السياسيين والأكاديميين على حد سواء.
طرح الباحثون مجموعة كبيرة من الأفكار المهمة حول الموضوع ولعل من أهمها أنه من حق أبناء هذه الأمة أن يعيشوا فيها بحرية وكرامة، وأن من حقهم أن يعطوا الفرصة ليلحقوا بركب الشعوب الأخرى بالانشغال بشؤون التقدم والتطور، وأن شعوبنا العربية لا تقل ثقافة ولا تعليماً ولا إمكانات ولا ثروات طبيعية عن بقية دول العالم، ولذلك فليس من العدل أن يبقى أبناء العرب محرومين من الحرية والديمقراطية، إن التحول الذي يجتاح المنطقة نحو مزيد من الحرية والديمقراطية يحتاج إلى بعض الوقت حتى يصل إلى مرحلة النضوج، وحتى يؤتي أكله لجميع الشعوب العربية. حرر أوراق هذه الندوة د. أحمد البرصان وشارك فيها كل من د. محمد الشرعة من الأردن، والمهندس محمد العليم من الكويت (عضو سابق في مجلس الأمة الكويتي) ، والأستاذ معن بشور من لبنان، و د. أحمد الأصبحي وزير الخارجية الأسبق في الجمهورية اليمنية، ومن السودان د. الشيخ الأمين.
