يضم هذا الكتاب بين طياته ترجمة للرسالة التي دونها "جون لوك" باللغة اللاتينية في موضوع التسامح، كما ويضم مقدمة مستفيضة وتعليقات على رسالة جون لوك.
وهذه المقدمة من إعداد الدكتور "عبد الرحمن بدوي"، وفيما يلي عرض للأفكار الرئيسية الواردة في رسالة التسامح منها: أولاً: لا بد من التمييز الدقيق بين المهمة الحكومة المدنية، وبين مهمة السلطة الدينية، واعتبار الحدود بينهما ثابتة لا تقبل أي تغيير. ثانياً: رعاية نجاة روح كل إنسان هي أمر موكول إليه هو وحده، ولا يمكن أن يعهد بها إلى أية سلطة مدنية أو دينية. ثالثاً: لكل إنسان السلطة العليا المطلقة في الحكم لنفسه في أمور الدين. رابعاً: حرية الضمير حق طبيعي لكل إنسان. خامساً: التجاء رجال الدين إلى السلطة المدنية في أمور الدين إنما يكشف عن أطماعهم هم في السيطرة الدنيوية. وهم بهذا يؤازرون من نوازع الطغيان عند الحاكم. والمشاهد على مدى التاريخ أن تحالف الحاكم مع رجال الدين كان دائماً لصالح طغيان الحاكم فهو القدر على التأثير فيهم، وليسوا هم قادرين على تقويمه ورده إلى السبيل القويم إن جنح إلى الظلم والاستبداد...
