يطرح هذا الكتاب العديد من التساؤلات التي تتعلق بتحديد الجهة الصالحة بمحاكمة الوزراء وحصرها بمرجعية قضائية واحدة تمنع تهريب الحقيقة وإنزال العقوبات بالمسؤولين عن الهدر والفساد ومعاقبتهم. وفي لبنان يكتسب الموضوع أهمية خاصة لأسباب ليس أقلها البنية الفكرية والاجتماعية والسياسية اللبنانية المتمايزة عن سائر البلدان نتيجة عوامل عديدة متأصلة.
ولكي يبين المؤلف الطريقة الصحيحة لمحاكمة الوزراء يتحدث عن المبادئ المتعلقة بمسؤولية الوزراء الجزائية، سواء بصفته المسؤول الأول في الوزارة التي يتولى إدارتها وكيف يمكن مساءلته عن أفعال الموظفين الخاضعين لسلطته وما هي الحالات التي يعفى بها من المسؤولية.
ثم ينتقل إلى إثبات وجوب وضرورة مساءلة الوزير جزائياً على اعتبار أ، هذه المساءلة هي الضباط لممارسة السلطة تمنع من انحرافها عن تحقيق الصالح العام. ثم يحاول المؤلف التثبت مما إذا كانت محاكمة الوزراء أمام محكمة خاصة يؤدي إلى تسييس مسؤولية الوزراء الجزائية. ثم يتحدث بعد ذلك عن التطور الحاصل بعد نشأة نظام المحكمة الجنائية الدولية.
