تبرز أهمية القرار الإداري، في أن الدولة، أي دولة، لا تستطيع أن تحيا بدون سلطة إدارية تسير شؤون البلاد، وتستخدم لتحقيق مهامها كماً كبيراً من القرارات الإدارية، وذلك بخلاف السلطة التشريعية، حيث يمكن أن نجد دولة أمورها منتظمة حتى عند عدم قيام مجلس النواب بدوره التشريعي، كحالة فلسطين (بعد تعطيل السلطة التشريعية إثر الخلاف بين حركتي فتح وحماس، وقيام حكومتان، هما حكومة هنية وحكومة سلام فياض)، ولبنان (بحيث لم يصدر في العام 2007 أي قانون، لتعذر اجتماع المجلس النيابي، بعد إعلان مجلس النواب عدم دستورية حكومة الرئيس فؤاد السنيورة، حيث استعاضت الحكومة عن غياب المجلس النيابي، بتكبير حجم كتلة القرارات الإدارية حيث أصدرت أكثر من أربعة آلاف قرار في عام واحد).
بل وإذا أجرينا مقارنة عددية، نحصى في الجريدة الرسمية اللبنانية، منذ تأسيس دولة لبنان الكبير حتى أواخر العام 2007، نحو 3229 قانون صادر عن مجلس النواب، مقابل صدور نحو 50174 قراراً إدارياً، يضاف إليها كتلة كبيرة من القرارات الفردية والتدابير الداخلية وقرارات الهيئة اللامركزية، وهي عادة لا تخضع لموجب النشر في الجريدة الرسمية.
إزاء ذلك تبدو أعداد القوانين وكأنها نقطة ضئيلة، قياساً بأعداد القرارات الإدارية، ومع ذلك لفتنا اهتمام الفلاسفة والفقهاء، بالقانون إذ وضعوا له تعريفاً وحددوا أركانه وخصائصه، إلا أنهم لم يظهروا ذات الاهتمام بالقرار الإداري، فكان ذلك دافعاً أساسياً لوضع هذه الدراسة الأكاديمية المعمقة حول الطبيعة القانونية للقرار الإداري، ولتثبت بالمعنى المجرد، أن القرار الإداري، بمفرداته وتسمياته المتعددة، هو: تصرف قانون منفرد يصدر عن سلطة عامة ويتمتع بقوة تنفيذية.
