كان انفتاح البنك المركزي العراقي على النظام المالي الدولي والإندماج فيه واحدة من بين أهم التحديات التي واجهتها السياسة النقدية منذ العام 2003 بعد رفع الحصار الإقتصادي المباشر وتحرير الأرصدة العراقية المجمدة في المصارف العالمية للبدء في إعادة بناء احتياطي البنك المركزي العراقي من العملة الأجنبية التي تمثل غطاء العملة الوطنية ومصدر استقرارها وذلك عبر استقرار سعر الصرف.
في كتابه "السياسة النقدية للعراق" يتناول الدكتور مظهر محمد صالح قاسم دورة حياة السياسة النقدية للعراق واستراتيجياتها، وذلك عبر قسمين من الكتاب. جاء القسم الأول منه تقييماً للأفق الإقتصادي وما واجهه القطاع النقدي وعموم النشاط المالي من تحديات في مرحلة ما بعد الإصلاح النقدي وبلوغ الإستقرار في المستوى العام للأسعار وسعر الصرف وهي الفترة الممتدة منذ العام 2009 وحتى الوقت الحاضر. بينما انصب القسم الثاني على عرض التاريخ النقدي الحديث للعراق، وهي المدة التي استخدمت فيها السياسة النقدية وسائلها غير المباشرة المعتمدة على أدوات السوق وذلك منذ العام 2004 وكان بمثابة قراءة فكرية وميدانية لمسارات القطاع النقدي ومسبباته وآثاره وتوجهاته المستقبلية عبر التحول إلى اقتصادي السوق وانتقال البلاد من إقتصاد الحرب إلى إقتصاد السلام والتنمية.
