الموضوعات المتنوعة والمختلفة التي تناولتها الرسائل والأطاريح الجامعية في قسم الإجتماع، كانت حصة (إنحراف الأحداث) منها المنزر اليسير، وفي هذا النزر اليسير كان التركيز على (جنوح الأحداث)، دون (تشردهم)، على الرغم من أن (تشرد الأحداث) هو الخطوة الأولى للجنوح.
وتشرد الأحداث من الموضوعات الخطيرة والمهمة في وقت واحد، فهي خطيرة وتتصاعد خطورتها إذا أُهملت أو إذا بقيت على هذه الحالة، وهي مهمة لأنها ترتبط - بصورة مباشرة أو غير مباشرة - بحوالي نصف سكان المجتمع - وهم الصغار والأحداث - الذين ستقع عليهم عملية بناء المجتمع وقيادته مستقبلاً.
يضاف إلى ذلك أن (تشرد الأحداث) أصبح ظاهرة عالمية تفشت في المجتمعات كافة، بل مشكلة، تؤدي إلى مشكلات أخرى - تعاني منها تلك المجتمعات ويصعب حلّها أو السيطرة عليها.
ومشكلة الدراسة يمكن وضعها بصيغة أسئلة وهي ما يأتي: لماذا يتشرد بعض الأبناء (الصغار والأحداث)، ولماذا ينحرف سلوك الآخرين منهم؟، ما هي الخصائص - السمات - الشخصية لأولئك المتشردين ومنحرفي السلوك؟، ما هو أكثر أنماط التشرد، وإنحراف السلوك تكراراً؟، ما هي أنماط التفكك العائلي التي تعرَّض لها الصغار والأحداث، وما علاقة كل نمط بالتشرد وإنحراف السلوك؟.
من هنا، جاء إختيار موضوع هذه الدراسة، وهو "التشرد وإنحراف سلوك الصغار والأحداث في العراق - دراسة ميدانية في علم الإجتماع الجنائي"، وذلك للأسباب الآتية: 1-أهمية التشرد بوصفه ظاهرة مستقلة عن ظاهرة الجنوح، 2-التشرد وإنحراف السلوك يمهد الطريق إلى الجنوح، 3-حوالي نصف سكان القطر - وهو الصغار والأحداث - لهم علاقة مباشرة أو غير مباشرة بموضوع الدراسة، 4-قلة، بل ندرة البحوث والدراسات التي تناولت موضوع (التشرد وإنحراف سلوك الصغار والأحداث.
