"الخصخصة" حديث الساعة، وشاغلة كثير من الدول والمختصِّين في العصر الحاضر، وبخاصة تلك التي خضعت للإستعمار ثم استقلَّت، لأن أحد ردود فعل الدول المستقلة على الإستعمار وإستغلال شركاته، كان أن تولَّت الدولة إدارة مؤسساتها والإنتاج فيها بمختلف قطاعاته.
وبما أن الدولة كما أشار في مؤلفاتهم، كثير من فقهاء المسلمين فقالوا: "إن السلطان إذا اشتغل بالتجارة فسد السلطان وفسدت التجارة"، وكما أكَّد معظم علماء الإقتصاد المعاصر أن الدولة تاجر فاشل، وثبت ذلك بضعف كفاءة كثير من المديرين، وتردِّي جودة الإنتاج، وسوء إختيار الموظفين، وإنعدام الدوافع الذاتية والمنافسة...
كل ذلك جعل "الخصخصة" مطلباً، وهدفاً، من دون التبصُّر الواعي بما سينتج عنها، وبخاصة عند تمليك أفراد، ما يفترض أنه ملكية عامة.
وهذا أول بحث يتناول بإسهاب وتفصيل كل ما يتعلق بالخصخصة، إبتداءً من تعريفها وأهدافها، مروراً بأساليبها، ومشاكلها، ومعوِّقاتها، وقطاعات الإنتاج والشركات، التي يمكن خصخصتها، والتي لا يجوز خصخصتها، مع التمييز بين الملكية العامة والملكية الخاصة، وضوابط ذلك كلِّه في الفقه الإسلامي، وعلم الإقتصاد الوضعي.
