يُعدًّ عنصر الوقت مفتاح العملية التنموية، وهو مفتاح العملية الإدارية بشكلها المتكامل، إذ يرى بعض المهتمين في إدارة الوقت أن إمكانية تقليل الوقت لتنفيذ عمل ما لأدنى حد ممكن، تستحق نفس الأهمية التي يبديها أي رجل أعمال، من أجل زيادة رأس المال المستثمر، لتحقيق أعلى زيادة ربحية ممكنة.
وإن مشكلة ضياع الوقت من أخطر المشكلات، التي تواجه الأفراد والأمم في هذا العقد من الزمن.
ونتيجة للتطوير الإداري الذي شهده الأردن الحديث بقطاعاته المختلفة والدعوات المتكررة للتحديث والتطوير، خصوصاً في قطاع التعليم العالي؛ الذي شهد إنشاء العديد من الجامعات الحكومية والخاصة بمختلف محافظات المملكة شمالاً وجنوباً، ونظراً لأهمية القصوى لتلك المؤسسات التعليمية في إدارة عجلة التنمية والإنتاج، ولأن كفاءة تلك المؤسسات وفاعليتها في أداء دورها، تعتمد على الإنسان (الإداري)، وعلى إنتظامه في عمله وحسن إستغلاله وإدارته للوقت، الذي يُعَدُّ من أكثر الموارد الإدارية المجردة ندرة ونفاذاً، نظراً لمحدودية وقت العمل الرسمي المتاح في الجامعة، فإنه لا بد من التخطيط المناسب لإستغلاله وإستثماره، بحيث يخدم مصلحة العمل، والمصلحة العامة، ويعود بالنفع على العملية التعليمية بصورتها الشاملة، من حيث النتائج والمخرجات المطلوبة.
غير أن هناك العديد من الأمور التي تحد وتعوق من إدارة الموظف لوقته الرسمي في العمل، وتؤدي إلى ضياع الوقت وتحول دون إستثماره وإستغلاله بكفاءة وفاعلية.
من هنا، تهدف هذه الدراسة إلى ما يأتي: 1-التعرف إلى أثر العمليات الإدارية (التخطيط، والتنظيم، والتوجيه، وإتخاذ القرارات، والرقابة) بكفاءة وفاعلية إدارة الوقت، 2-التعرف إلى مستوى كفاءة إدارة الوقت لدى العاملين في جامعة مؤتة، 3-التعرف إلى مستوى فاعلية إدارة الوقت لدى العاملين في جامعة مؤتة، 4-تقديم نظرة تقويمية للعمليات الإدارية في جامعة مؤتة إزاء توظيف الوقت (سلباً أم إيجاباً)، 5-تقديم توصيات ومقترحات تساعد في التقليل من الوقت الضائع.
