يشغل موضوع التنمية اهتمام مفكري العالم المتقدم والمتخلف على حد سواء،ففي حين تتقدم الدول الصناعية بخطوات ثابتة على طريق التقدم الاقتصادي،تتعثر الكثير من الدول النامية في تنفيذ خططها،الأمر الذي يؤدي إلى اتساع الفجوة بين الدول المتقدمة والدول النامية. لقد عرفت التنمية عبر العصور القديمة والحضارات المتعاقبة وعولجت في قضاياها باستخدام أساليب وتقنيات مختلفة،وعني الكثير من الكتاب والمفكرين من مختلف التخصصات العلمية والانتماءات الفكرية بموضوع التنمية حيث ظهرت الاجتهادات والمحاولات الهادفة إلى تحديد العوائق التي تقف أمامها وكيفية ايجاد الحلول الناجعة لها. تعتبر التنمية الادارية متطلبا حيويا ينبغي العمل على تحقيقه وذلك لأهميتها وترابطها مع بقية القطاعات الأخرى،وتظهر أهميتها بالنظر لمتطلبات الخطط التنموية وضخامة حجم المشاريع الاقتصادية مما يستدعي ضرورة إعادة النظر في التنظيمات الداخلية أو احداث تنظيمات إدارية جديدة تتضمن هياكل تنظيمية ملائمة لعملية التنمية. وبناء على ما تقدم تسعى هذه الدراسة إلى تعريف االقارئ بطبيعة ومفهوم التنمية الادارية وعملياتها وأبعادها،وفي مساعدة الأفراد والباحثين ومتخذي القرار في التنظيمات الحكومية والخاصة على فهم العملية التنموية بشكل عام مع التركيز على التنمية الادارية بصورة خاصة،والعمل على إيجاد الحلول في القضايا والمشاكل التنموية .
