يُعد التنمر Bullying ظاهرة قديمة موجودة في جميع المجتمعات منذ زمن بعيد لدى أفراد الجنس البشري حيث يمارسونه بأشكال مختلفة وبدرجات متفاوتة، وتظهر عندما تتوافر الظروف المناسبة، وعلى الرغم من أن السلوك التنمري Bullying Behavior موجوداً في المجتمعات البشرية منذ القدم إلا أن البحث في هذا الموضوع حديثاُ نسبياً ويُعد السلوك تنمراً عندما يشمل هجوماً نفسياً ولفظياً وبدنياً غير مستثار على الضحية Victim، ويبدأ هذا السلوك في عمر مبكر من الطفولة في حوالي السنتين تقريباً؛ حيث يبدأ الطفل في تشكيل مفهوم أولي للتنمر ينمو تدريجياً ويستمر حتى يصل إلى الذروة في الصفوف الثلاثة الأخيرة من المرحلة الإبتدائية ويستمر خلال المرحلة الإعدادية ثم يبدأ في الهبوط تدريجياً مع نهاية المرحلة الثانوية، وقلما يوجد سلوك تنمري في المرحلة الجامعية بإستثناء حالات السخرية.
ويُعد السلوك التنمري سلوكاً مكتسباً من البيئة التي يعيش فيها الفرد، وهو سلوك يأتي بنتائج وخيمة على جميع الأطراف المشاركين فيه؛ حيث يمارس طرف قوي "المتنمر" الأذى النفسي والجسمي واللفظي والإجتماعي .. إلخ تجاه فرد أضعف منه في القدرات الجسمية "الضحية أو المتنمر عليه"، وتؤكد ذلك هالة إسماعيل "2010أ" حيث ترى أن التنمر المدرسي بما يحمله من عدوان تجاه الآخرين سواء كان بصورة جسدية أو لفظية أو نفسية أو إجتماعية أو إلكترونية من المشكلات التي لها آثار سلبية على القائم بالتنمر أو على المتنمر عليه "الضحية" أو على البيئة المدرسية بأكملها.
