تندرج هذه الدراسة ضمن السياسة الاقصادية الكلية وتحديداً في النقود الدولية، وتهدف إلى دراسة دور سياسة الصرف الاجنبي في رفع كفاءة السياسة النقدية ، من خلال القيام بدراسة تحليلية للعلاقة بين السياسة النقدية وسياسة الصرف الأجنبي على المستوى النظري ثم محاولة إسقاط ذلك على واقع الاقتصاد بداية بدراسة مسار السياسة الاقتصادية، متبوعا بدراسة تطور كل من السياسة النقدية و وسياسة الصرف الأجنبي، وبعد ذلك تطرقت الدراسة إلى تحليل وقياس أثر سياسة الصرف الأجنبي على السياسة النقدية.
ينقسم هذا البحث إلى ثلاثة فصول أساسية،بالإضافة إلى المقدمة ولخاتمة العامة التي تضمنت النتائج والتوصيات.
يتناول الفصل الأول السياسة النقدية في الفكر الاقتصادي ويحتوي على خمسة مباحث، تطرق المبحث الأول إلى تطور الفكر النقدي من خلال النظريات النقدية المختلفة، بينما استعرض المبحث الثاني السياسة النقدية وذلك بالتطرق إلى ماهية وأهداف هذه السياسة، في حين عرض المبحث الثالث الأدوات المختلفة للسياسة النقدية، وناقش المبحث الرابع فعالية السياسة النقدية وقنوات انتقالها، ليختتم الفصل بالمبحث الخامس الذي بحث في ظروف لسياسة النقدية المعاصرة.
بينما تطرق الفصل الثاني إلى دراسة العلاقة بين سياسة الصرف الأجنبي والسياسة النقدية، وينقسم إلى أربعة مباحث، تناول المبحث الأول سياسة الصرف الاجنبي، بينما تمت دراسة العلاقة بين سياسة الصرف ومعدل التضخم في المبحث الثاني، في حين استعرض المبحث الثالث العلاقة بين سياسة الصرف وسعر الفائدة، وناقش المبحث الرابع دور سياسة الصرف الأجنبي في تفعيل السياسة النقدية.
وكان الفصل الثالث والأخير عبارة عن دراسة تطبيقية،وينقسم إلى أربعة مباحث تعرض المبحث الأول إلى مسار الاقتصاد خلال فترة الدراسة، تلاه المبحث الثاني محللا مختلف جوانب السياسة النقدية وتطورها، ثم المبحث الثالث الذي تناول خصائص وتطور سياسة الصرف واختتم الفصل بالمبحث الرابع الذي ناقش تحليلا وقياسا أثر سياسة الصرف على السياسة النقدية خلال فترة الدراسة.
