ويتمثل الهدف من هذه الدراسة إجمالًا في محاولة التعرف على الدور الذي يمكن أن تقوم به السياسة الضريبية في تشجيع انسياب الاستثمارات الأجنبية إلى البلدان النامية، ولقد اتبعت في معالجة هذا الموضوع منهجًا علميًا نظريًا وتطبيقيًا معتمدًا على أحدث المراجع في علم الاقتصاد والمالية العامة والتشريع الضريبي، والاعتماد كذلك على الرجوع إلى بعض تشريعات الاستثمار الصادرة في الدول النامية للتعرف على ما تضمنته من حوافز ضريبية، ونظرًا لما تضمنته الشريعة الإسلامية الغراء من نصوص شرعية عامة استسقى منها فقهاؤها الإجلاء حلولًا لكل فروع الحياة.
وقد تناول بحث هذا الموضوع بخطة تتضمن بابًا تمهيديًا، وقسمين وخاتمة. "الباب التمهيدي حاجة البلدان النامية للاستثمارات الأجنبية وصور انتقالاتها وعوامل جذبها، القسم الأول السياسة الضريبية وتشجيع الاستثمارات الأجنبية، القسم الثاني الآثار الاقتصادية لسياسة تشجيع الاستثمارات الأجنبية، الخاتمة وتتضمن أهم النتائج والتوصيات التي تم التوصل إليها".
