لقد صار الفساد الحكومية ظاهرة عالمية، ويمكن القول إنها ظاهرة قديمة. السلطة تؤدي دوماً إلى الفساد. وفي تاريخ الجنس البشري، وجدنا الملوك والأباطرة والتجار وقادة الجيوش والسادة الإقطاعيين ورجال الكنيسة، وجدناهم وقد ساد الفساد بينهم، ومن منا ينسى الكاردينال راشيليو الفرنسي، والراهب راسبوتين الروسي. وبالطبع هناك استثناءات، ولذلك السبب دعا الماهاتما غاندي دوماً إلى عدم تركيز السلطات الاقتصادية أو العسكرية أو السياسية في أيدي القلائل، لقد كان يدعو إلى عدم مركزية السلطة، فالمركزية تعني تجمع السلطات، وهي أحسن بيئة لنشوء الفساد.
يحاول بعضهم تبسيط المسألة، ويدعي أن السبب في انتشار الرشوة والفساد هو الفقر، ولكن هذا غير صحيح، فنحن نجد أن الفساد مثل الوباء، وقد انتشر في البلاد والمجتمعات الغنية أيضاً، مثل الولايات المتحدة واليابان. فهناك أسماء لامعة كثيرة، وهي أسماء شخصيات غنية، ولكنها لوثت نفسها، مثل برنارد أمير هولنده، وريتشارد نيكسون رئيس الولايات المتحدة الأمريكية... وغيرهم كل هؤلاء لم يكونوا فقراء. إذاً لا علاقة للفقر بالفساد.
