يتناول المؤلف في هذا الكتاب واجبات العاملين والاعمال المحظورة عليهم، ثم يتعرض لضمانات التحقيق مع الموظف العام، و سلطة الرئيس الإداري عن اعمال مؤوسيه، وكذا بيان شروط تفتيش منزل الموظف وشخصه عن جرائمه التأديبية. ثم بيّن المؤلف الوقف عن العمل و شروطه، و الجزاءات التأديبة التي يجوز توقيعها على العاملين و السلطة المختصه بذلك، ثم ختم بمسؤولية اعضاء اللجان الفردية و الجماعية و تحديد المسؤولية التأديبية عن الاعمال الفنية و الطبية و حالة الدفاع الشرعي للموظف العام، و كذلم تحريات الشرطة كدليل امام القضاه التأديبين. و قد قسمت الدراسة على اربعة فصول جاءت على الشكل التالى: الفصل الاول: واجبات العاملين المدنيين بالدولة و الاعمال المحظورة عليهم. الفصل الثاني: ضمانات التحقيق مع الموظف العام. الفصل الثالث: الجزاءات التأديبية (انواعها، ضمناتها، اسباب سقوطها، و محوها). الفصل الرابع: تحديد مسؤولية اللجان الفردية و الجماعية، و المسؤولية عن الاعمال الفنية و الطبية و مبدأ الدفاع الشرعي للموظف و تحريات الشرطة كدليل امام جهات التأديب.
